Recent Professional Experience

Field Manager, EI Wheat Production Program, Iraq, USAID (November 2004-ongoing), subcontract with DAI. Provide technical expertise to a national wheat production program, with research, extension, and seed technology components.

Leader, USAID Agricultural Programs Evaluation, Kosovo (February-March 2004). Led a team of four that assessed the development performance of eight USAID-funded projects in agriculture in preparation for a new program design.

Team Leader, USAID Environmental and Community Management Programs Evaluation, Philippines (October-December 2003). Assessed the performance of three community-based environmental programs and provided recommendations for follow-on project support.

Team Leader, Grains Productivity Improvement Project, Uzbekistan. (EI contract to the Asian Development Bank, February-December 2000). Led a team of experts that prepared an agricultural sector loan to improve the production and productivity of the wheat subsector. The loan funded: water management, research in crop production, seed technology, farm machinery, and postharvest technology.

Leader, World Bank Forestry Project, Cambodia (1998). Led a team that designed three projects in the forestry sector: log tracking and revenue collection, forest sector information and surveillance, and forestry law enforcement.

Leader, Agricultural Development Options Review Project, ADB, Cambodia (April-August 1994). Led a seven-person team that worked with the government of Cambodia to prepare an agricultural development policy framework and strategy.

Leader, Evaluation of the USAID Agribusiness Systems Assistance Project, Philippines (1993). Led a team of five experts evaluating an $80 million agricultural policy reform and market promotion project.

Leader, Evaluation of the Natural Resource, Environmental Policy Project, Sri Lanka (1993). Led a four-person team for the midterm evaluation of a multifaceted natural resource and environment project. Assessed the contractor's performance in building government capability to perform environmental impact assessments of new industrial, power, and irrigation projects. Evaluated technical assistance to government agencies for policy reform.

Strategic Program Analyst, UNDP Cambodia (1992). Member of a six-person team which, during the transition period under UNTAC supervision, analyzed the physical infrastructure needs of the country, including transport, power, water, irrigation, and environmental protection. Wrote project briefs for all sectors which were presented at the donors' conference in Tokyo.

Strategic Program Analyst, UNDP, Laos (September-December 1991). Conducted macroeconomic and sector-by-sector analyses of Laos for a UNDP roundtable donors' conference held in Geneva in February 1992. Prepared 70 project profiles for consideration by donors and reviewed them with senior government and donor agency officials.

Long-Term Overseas Assignments

Chief of Party, USAID Afghanistan Agriculture Sector Support Project, Peshawar, Pakistan (1989-1990). Cross-border project from a base in Pakistan to assist the rehabilitation of Afghan agriculture.

Chief of Party, USAID Rainfed Resources Development Project, Philippines (1985-1987). This was the original community-based environmental project in the Philippines that provided the impetus for two decades of progress.

Project Manager, FAO Rainfed Agricultural Development Project, Jordan (1974-1976). Introduced high-yielding technologies in seed preparation, planting, farm machinery, and harvesting.

Project Manager, FAO Integrated Agricultural Development Project, Afghanistan (1973-1974). This project included research, extension, training, cooperative development, credit, and marketing of wheat, fresh fruit, and vegetables.

Executive Manager, Agricultural Development Organization of Laos (1968-1970). Managed national agribusiness program that sold crop inputs (high-yielding IRRI seed, fertilizer, pesticides, tools, equipment, water buffalo, pumps) to farmer groups on credit, trained farmers, bought surplus production, milled and stored it.

Agricultural Development Advisor, USAID Laos (1966-1968). Introduced a new rice production program in Savannakhet Province, including improved seed, fertilizer, pesticide use, agronomic practices, and production credit. Installed three 100ha pump irrigation systems that are still in operation in 2005.
