Iraq: Team Leader for a DAI/USAID project component to prepare an Agricultural Sector Transition Plan and Strategy.
Consultant to the Ministry of Agriculture's Donor Coordination Committee. Five trips: December 2003, January,
March-April, July, October 2004. Next trip programmed for early spring 2005.
Vietnam: Designed a USDA Food for Peace proposal for Catholic Relief Services, utilizing competitive rural
development approaches. (June 2004).
Kosovo: Team Leader for a USAID evaluation of the Small and Medium Enterprise Program, composed of 3
projects totaling $32 million. (February 2004).
Cambodia: Designed a rural livelihood project (the DFID model) to be undertaken in Cambodia with ADB funding.
(October-November 2003).
While CEO of DAI
Team Leader for the feasibility studies and designs of 16 major projects, valued at more than $200 million and funded by
international donors, 1970-2000. Locations: Thailand, China, Pakistan, Indonesia, Cambodia, Philippines, Kazakhstan, Uzbekistan,
Sri Lanka, Georgia, and Azerbaijan.
Team Leader of a study for the Aga Khan Development Network that analyzed development potential and comparative advantages
within the high mountain regions of Central Asia, including Kyrgyzstan, Tajikistan, Afghanistan, Western China, and Northern
Pakistan (March-October 2000).
Field Team Leader of a US Trade and Development Agency contract to provide new information technology architecture to the
Bank for Agriculture and Agricultural Cooperatives (BAAC), Thailand. The study made detailed recommendations for the introduction
of a new Core Banking System valued at $12 million (July 1999-January 2000).
Leader of a 12-person team engaged in the design of a USAID-funded Regional Development Program for Northwest Cambodia,
including cross-border trade with Thailand. Major components were credit, rice production, irrigation, roads, and markets (February-June 1997).
Team Leader for DAI's Aral Sea Basin Initiative. Planned project components, including irrigated agricultural development in Kazakhstan and
Uzbekistan, and potable water supply for Karakalpakistan in the Sry Darya Delta (1993-1994).
Leader of a 12-person DAI team that designed the Mahaweli Agriculture and Rural Development Project and the Downstream Support Project,
Sri Lanka (March-May 1987). The projects were funded at $27 million.
Team Leader for design of the Gadoon Amazai Area Development Project, an anti-poppy program in NWFP, Pakistan, funded at $20 million (February June 1983).
DAI Manager for the Decentralized Development Management Program under the Rural Employment Generation Program, in Northeast Thailand. Worked with district
and local governments to improve their capacity to plan and manage local infrastructure projects (1982-85).
Team Leader of a strategies and policies study for rural development programs in Thailand. Main author of final report,

Asian Development Bank
Policy and Legal Advisor for ADB TA 3139-PRC to provide Guidelines for the Development of the Consulting Industry in China (3.75 months, 1999-2000).
Team Leader (ADB TA 2273-PRC) of both international and local consultant teams that helped the ADB and the People's Bank of China assess and improve the policy
environment governing China's professional services industry (September 1995-March 1996).
Leader of a 10-person team that performed a 19-month master planning contract in Pakistan. It identified and designed two large projects as loan opportunities
for the Bank: the Potwar Integrated Agricultural Development Project for rainfed agriculture in the province of Punjab, and the Riverain Development Project for tubewell
irrigated agriculture along the Indus River (June 1987-April 1988).
